Friday, May 9th
Last week a 31 year old school teacher named BJ Hill was in SLC with his book that he is having people write messages to give to the next US President.

Although his route did not initially go through Evanston, due to a road closure he is now on his way to Evanston. He is averaging 20 miles per day and is hoping to be here sometime Friday.

If his travels go well, on Saturday, he will be at the Evanston Recreation Center, at Safe Kids Day in the gym. Anyone who would like to write a message to the next US President in his book, may come to the Rec Center between 9 and 11 a.m.

Also, he generally camps out while he’s traveling, but it would be super if someone in the community had a bed or a couch for him to sleep on Friday night. He was in Morgan on Monday and he’s been averaging about 20 miles a day, so he should be here on Friday.

Annual Spring Clean Up 2008: May 3-11, 2008

The City of Evanston will once again be conducting the Annual Spring Clean-Up. This will run from May 3-11, 2008. Due to the rising cost of operation, WE WILL NOT BE GOING HOUSE TO HOUSE in the residential areas. We will be providing 10 drop off site locations that residential material may be hauled to. Remember this clean up is for residential use only.

As in the past, there are items that we can not haul to the Landfill and the items will be your responsibility to dispose of. We cannot accept the following: Tires, Batteries, refrigerators/freezers, dishwashers, old vehicles, paint, and chemicals.

Uinta County’s Annual Household Hazardous Materials Collections
Saturday, May 10th

Once again it is time for Uinta County’s Annual Household Hazardous Materials Collections Day.  The event will be held on Saturday, May 10th from 9am to 3pm.  In Evanston, the collection will be at the fair grounds.  In Bridger Valley collections will be taken at Road & Bridge by the Sheriff’s department.

We are calling on all CERT volunteers to come out and give your support to this event.  Volunteers of all abilities are welcome and needed.  Any amount of time you can give is much appreciated. Wear work clothes and shoes.  

Last year’s Household Hazardous Waste Day was very successful.  All kinds of hazardous materials were collected including old paint, used oil, old car batteries, computer monitors, computers, cell phones, antifreeze, pesticides, and many other misc chemicals.  One of the biggest benefits of proper disposal of these and other chemicals is the prevention of contamination of our community’s water.

Please call Kim West or Lacey Megeath and notify if you are going to be able to lend a hand.  We’ll need to have an idea of how many will be there so we can bring enough tyvec suits, gloves, etc.  Any amount of time you can help is valued.

Relay for Life Team Capitan Meeting

Book signing hosted by the Uinta County Library

The Uinta County Library is pleased to be hosting a book signing with Alexandra Fuller and her newly published book The Legend of Colton H. Bryant.  Ms. Fuller will be available to sign copies of her book at the Beeman-Cashin Building, 35 10th Street, Evanston.  This event is free and open to the public.

Immediately following the book signing will be a Western BBQ dinner.  A limited number of tickets are available at the Uinta County Library and Chamber of Commerce office.  Tickets are $8 for adults and $4 for children.

10th Annual Evanston Freedom Rally
Memorial Day Weekend – May 24th & 25th

The weekend will be full of unique events in Historic downtown Evanston including Drag Racing, Arm Wrestling, Poker Walk, Bike Wash, Bike Show, Roller Derby Bouts, Bike Parade, Tattoo Contest, Fireworks, food vendor and merchandise vendors.

A parade will kick-start Sundays festivities at 10:00 a.m. beginning at Murdoch’s, around the back of Stock Building Supply progressing down Front Street to Harrison, wrapping back down Main Street to 9th and ending at the Uinta County Complex with a Memorial Ceremony.

Other street closures include Front Street from 9th to Harrison and 10th Street from Main to Front at 10:00 a.m. on Saturday until 10:00 p.m. and Sunday to 7:00 p.m.

Main Street from 9th to 10th at 6:00 p.m. on Saturday to 11:00 p.m. and Sunday to 11:00 p.m.
 
Live bands scheduled to appear are Life Has A Way, Anything That Moves,

HOW ABOUT A GAME OF EVANSTONOPOLY?

The Evanston Jaycees are bringing a bit of nostalgia from the days kids and families played together without television. Evanstonopoly is a professionally made board game just for Evanston!  What better way to bring the lasting impressions of Evanston into your living room?  Games will include pictures and memories, as well as business ads from Evanston! Proceeds raised will be donated to the SAFV House. 
Local businesses and organizations can support the project and get low-cost, long-term, tax-deductible advertising.  Student Online Achievement Resources (SOAR) Now Available: The Military Impacted Schools Association is now offering a new program to help ease the transition process for military families. Available for children in grades 3-12, SOAR is an internet-based program designed to help students with math, reading, and language arts. By taking the state learning standards test online, children can identify their strengths and areas needing improvement and receive tutorial help. Once their child is enrolled in the program, parents can monitor progress from anywhere in the world. In addition, parents are provided with resource materials to help their child in areas where they may need additional help.

Position  Title / Facility Information:
A Part Time Seasonal Assistant Pro position is available at the Purple Sage Golf Course in Evanston, Wyoming, from May through October starting at $10.93/hr to $12.06/hr depending on experience.  The Purple Sage is a Championship 18 -Hole Municipal Golf Course in partnership with the Evanston Golf Club, under direction of the City of Evanston, and managed by the Evanston Parks and Recreation District.  Applicants should have 1 to 3 years of pro shop experience, golfing skills to qualify for Level I PGA Training and the ability to work with the Head Professional, and be responsible for all day-to-day golf operations.

 
Examples of Important and Essential Duties

  • Assist Golf Pro Supervise and manage the total golf operations in a professional and efficient manner
  • Provide excellent customer services, professional advice assistance to all patrons.
  • Control and manage play; ensure guest check-in and fee collection
  • Manage the total operation of the practice facility.
  • Provide golf instruction and clinics
  • Assist in the, receipt, display, inventory, control, promotion and sales of merchandise.
  • Manage the club repair business.
  • Conduct oneself in a professional manner and maintain a professional image at all times.
  • Be informed on, and promote all club activities and services.
  • Manage the handicap program.
  • Assist in planning and budgeting for the golf operations.

Wyoming Business Council Board approves grant request

CHEYENNE – The Wyoming Business Council Board of Directors met via conference call today to approve one Community Development Block Grant application (CDBG).

The board approved a $279,043 economic development grant for infrastructure funds to extend town water and sewer lines to a three-acre tract within town limits on Highway 414. The improvements will be owned, operated and maintained by the town of Mountain View. Upon completion of the water and sewer lines, Pamida will construct a 26,500 sq. ft. general merchandise store. Pamida will further economic growth in Mountain View through job creation, increased sales tax revenue on a projected $4 million in annual sales at the Mountain View store alone, and reduced retail leakage from regional residents and recreationalists.

The Community Development Block Grant Program (CDBG) is a federally funded pass through grant program from the U.S. Department of Housing and Urban Development. Economic Development activities under the CDBG program help communities with downtown projects, infrastructure projects and planning activities such as feasibility studies or growth management plans. Community Development activities under the CDBG program help communities with public infrastructure, handicapped accessibility and community facilities projects.

This year there is $1.06 million in the Economic Development CDBG account and $1.25 million in the CDBG Community Development account.

Facilities Planning project managers' report for week of May 4-10

ILLC -- Information Library and Learning Center (Scheduled completion date: September 2009)  -- Construction activities at the addition will include backfilling around the south foundation walls; installation of metal decking on north half; utility rough-ins on the south half; and fire proofing structural steel on the south half, 1st and 2nd levels.

On the 5th and 6th levels of the 70s addition, installation of base and doors will take place. The area will also be undergoing a final cleaning in preparation for final inspection.

13th street will close beginning May 12. The alley north of Knight Hall will accommodate two-way traffic and access the circle drive at the Wyoming Union.

Information Technology Facility (Scheduled completion date: December 2008) -- Site work: Excavation for the chilled water line is underway but all of the work is currently contained within the boundaries of the construction fence. The line will be installed in the Sorority Row street and run north across the site to connect at Willett Drive. The roads will be open until May 12. A temporary entry/exit has been set up on the east end of the site directly west of the Fine Arts building entrance. The concrete pad is being poured in the Chiller yard.

Drywall and light gauge metal framing: Drywall installation is underway in some areas on the 1st floor. Light gauge metal stud framing continues on the 3rd floor, the south entrance, the south stair tower, lobby atrium, and 2nd floor lounge/atrium. Insulation has been installed in the Central Machine Room on the second floor. Final framing of walls will take place in the Central  Machine Room this week.

Fire Protection: Installing piping on the 2nd and 3rd floors.

Masonry: Brick on the west end. The stone looks different colors because some of it has been washed and some still has the mortar and dust from the cutting process.

Roofing: The first layer of roof over the east end of the Central Machine Room is complete. Concrete roof curbs will be poured this week. Work will progress on the roof of the rest of the building.

Plumbing and HVAC: 1st floor near completion of room heating and air conditioning units, fire/smoke dampers, temperature controls, and piping. 2nd floor continue installation of room heating and air conditioning units, fire/smoke dampers, temperature controls, and piping. 3rd floor starts installation of room heating and air conditioning units, fire/smoke dampers, temperature controls, and piping. 4th floor mechanical penthouse continues installation of the rooftop air handling units and pumps. Work will continue on this equipment for several weeks.

Electrical: 1st floor, complete rough in, near completion of cable tray, continue pulling wire. 2nd floor, continue rough in, cable tray and electrical rooms. 3rd floor, set equipment in electrical rooms.

Glass: Taking measurements and doing fabrication.

Indoor Practice Facility -- Landscape work on the west side of the building will continue though the first part of May. Staging for the landscape contractor is on the southwest side of the parking lot.

Honors House -- The Kappa Sigma fraternity house at 15th and Willett Drive is being converted to a home for students in the Honors Program. Framing will continue on the east and south addition. Wall and roof sheathing is scheduled to be installed. Drywall installation will begin in the interior.

Education Annex Third Floor Renovations (Scheduled completion date: July 2008) -- Construction ongoing, staging area will take up three spaces in the Education parking lot.

Knight Hall Basement Renovations (Scheduled completion date: May 15, 2008) -- Construction ongoing. Staging area will take up one space in the Knight Hall alleyway.

College of Business -- At the end of the spring semester, faculty and staff in the College of Business will move to the lower three levels of Crane Residence Hall.

The UW Physical Plant reports the following activities scheduled for the week:

Campus -- The chilled water system will be down for about one more week.

Half Acre Gym -- The roof of the infield area is being replaced and an air conditioning unit will be installed. A fenced construction area with a pedestrian walkway has been set up on the east side of the building. Indoor air temperature may be affected as construction activities continue. Work will continue for the remainder of the semester.

College of Engineering -- The west passenger elevator is back in service. The east elevator has been taken out of service to be upgraded and will be offline until early July. Please use the west elevator during this time.

Bureau of Mines Building -- Work is progressing on the elevator. It will remain offline for a few more weeks. Patrons are asked to use the stairs for access to upper floors. Coordination of deliveries is being handled by WRI administration and the Physical Plant project manager. Call the Service Desk for information on deliveries of large items. For persons with disability access needs, contact the required department within the building to make arrangements to accommodate the need and take care of necessary business. Alternatively, contact may be made with the University Disabilities Support Services office.

Electrical Switch Cleaning -- May 6, 5-7 p.m. Service Building and Storage Building on Gibbon; May 8, 5-7 p.m. McWhinnie Hall and Wyoming Hall. All effected departments have been notified.

Workforce Services Releases Request for Proposals to Employ Seniors

CHEYENNE - The Wyoming Department of Workforce Services is seeking proposals from organizations statewide for the administration and operation of the Senior Community Service Employment Program.

"The Agency has identified several strategies to ensure that Wyoming's workforce is sufficient for employer needs. One strategy is through the administration of the Senior Community Service Employment Program," said Danielle Hunt, Program Manager for the Senior Community Service Employment Program. "The Agency receives United States Department of Labor grant funds to administer the Senior Community Service Employment Program to ensure that unemployed, low-income people over the age of 55 have an opportunity to develop the skills needed to obtain meaningful employment," Hunt added.

Program participants often face many obstacles, including, but not limited to, older worker stereotypes, developmental issues related to aging and technology training gaps. The program provides participants with employment training, case management, and part-time subsidized employment training positions at community service sites.  Community service sites include such employment areas as healthcare, welfare, education, library, recreation, beautification and conservation services. These positions may be with state, county, city, regional governments, school districts and non-profit corporation partners. A total of 63 community service positions are available to be filled by participants statewide.

"The successful bidder will place low-income Wyoming workers, 55 years and older, into part-time subsidized employment training positions at community service sites so participants can develop competitive job skills in their local communities. They will rotate participants to new training sites on an annual basis and assist them in transitioning from the Senior Community Service Employment Program into unsubsidized employment positions," Hunt said.

American Energy Means Wyoming Jobs


I am backing a new sweeping energy bill that would stimulate domestic energy production and increase America ’s energy security.

Every weekend at home in Wyoming, I hear clear messages about high energy costs. Record oil prices are a burden whether it is for transportation, home heating or groceries. The issues of high prices and foreign dependence go hand in hand.

This bill hits the nail on the head when it comes to addressing America ’s energy needs. More specifically, it contains a number of clean coal provisions that will directly benefit Wyoming.

A Plan to Cut Gas Prices

On Tuesday, I outlined my plan to relieve pressure on gas prices by suspending federal oil purchases for the Strategic Petroleum Reserve.

You know firsthand the impact high gas prices have on your wallets. High prices at the pump present an extraordinary challenge for folks in Wyoming. It is not uncommon for us to commute 20, 50 or even 100 miles round trip to work, to school, or to shop for groceries.

I support the goal of protecting America ’s energy security, and the Strategic Petroleum Reserve has served us well. But the federal government shouldn’t be competing with consumers for oil.

According to AAA, the average retail price of regular, unleaded gasoline reached $3.50 per gallon last week.  The average price of diesel fuel is even worse - $4.20 per gallon.
Consumers are facing inflationary pressures at the pump, at the airline ticket counter, and from the cost of transporting goods.  Worse yet, the summer driving season hasn’t started.
Today’s oil prices generally reflect supply and demand.  Underneath these market fundamentals, however, there are several contributors to the unprecedented prices.

Growing world economies, particularly in India and China, are boosting world demand.  Increased environmental regulations, geopolitical tensions, and the weakness of the U.S. dollar are also contributing.  In markets with the limited supply, the effects are even more dramatic and uncertain.

Federal government policies should not make things worse.  That’s why I am sponsoring legislation that calls for a temporary suspension of federal oil purchases for the Strategic Petroleum Reserve, or SPR.

Future federal acquisitions would be triggered when the price of regular, unleaded gasoline is less than a nationwide average of $2.50 per gallon or diesel fuel returns to an average of $2.75 for four weeks.  S. 2927, would also ensure future government oil purchases are fiscally responsible.  These common sense proposals follow recommendations by the Government Accountability Office (GAO).

The SPR was initially created in the mid 1970s to protect the nation from oil supply disruptions following the Arab oil embargo.  I think we all can agree on the goal of protecting America’s energy security.

The SPR already contains 700 million barrels of oil in the salt caverns of Louisiana and Texas.  Under current policy, the federal government acquires another 70,000 barrels of oil each and every day to inject underground.

While there is disagreement about the total impact to consumers, it is clear that these federal acquisitions have a definite impact on price.  The Administrator of the Energy Information Administration recently testified that their modeling shows a reduction of 100,000 barrels of oil per day has an impact of $2 per barrel and 4 to 5 cents per gallon.  Other analysts have argued that continuing to fill SPR could add as much as ten percent to the price of oil.

When the federal government buys oil at today’s prices, it is an expensive proposition for taxpayers.  The current strategy will cost $245 million per month, or nearly $3 billion per year. 
This suspension will not provide the full relief consumers are seeking.  But it is an important step.

The federal government’s current practice of buying tens of thousands of barrels of crude oil per day has three downfalls.  First, it removes precious oil supplies in an already tight market.  Second, given today’s record prices, the cost to taxpayers is enormous.  Third, the current program is administered inefficiently.

My legislation would address the first two policy faults with a temporary suspension of oil acquisitions.  The government waste is addressed through additional restrictions on future federal oil acquisitions.

The bill would require dollar cost averaging for future oil purchases.  The federal government would purchase equal dollar value of oil each month, rather than the same volume of oil each month.  This practice works for individual investors.  The federal government should operate with the same prudence.

Next, the federal government could save taxpayer dollars by injecting heavier grades of crude oil.  The GAO has pointed out that such a strategy would be more cost efficient and provide more refiners with oil they can use.

If we can’t agree on these simple steps for fiscal responsibility, how will we come to agreement on the more complex solutions for energy security?

Barrasso’s Wyoming Range Bill Moves Forward

WASHINGTON – U.S. Senator John Barrasso, R-Wyo., has secured a significant victory for one Wyoming’s most pristine natural heritages: the Wyoming Range.

The Senate Energy and Natural Resources Committee voted to pass Barrasso’s “Wyoming Range Legacy Act of 2008,” S. 2229, during a business meeting. The bill now awaits consideration by the full Senate.

“I made a promise to the people of Wyoming to continue the work of our friend Craig Thomas by preserving the Wyoming Range as a key part of our natural heritage,” Barrasso said. “Today’s vote brings us one step closer to enhancing the tourism, recreation, grazing, hunting and sportsmen economy of the Wyoming Range.”

“Wyoming has a proud tradition of supporting the nation’s energy needs and will continue to do so. I strongly support oil and gas development in our state, but I also believe some places are simply too special to develop.”

Barrasso’s bill is supported by Senator Mike Enzi, Wyoming Governor Dave Freudenthal, and a broad coalition of Wyoming residents.

S. 2229 will protect more than 1.2 million acres of the Wyoming Range and Bridger-Teton National Forest by prohibiting future oil and gas leasing, while allowing a buy-out process that respects the property rights of current leaseholders.

The bill allows the remaining leases to be voluntarily purchased, presumably by conservation groups, in order to retire the leases.

The bill provides protection for property rights of existing and valid leases. It does not cancel any existing leases from future production.

There are approximately 4,300 producing oil and gas wells in the three counties covered by the legislation, and a proposal for up to 4,399 additional wells. These wells will not be affected by the bill.
